Kent County Sheriffs make arrests in death of 10 month old in Solon Township

On Thursday, August 2, 2018 at approximately 12:06 PM the Kent County Sheriff’s Office responded to the 16000 Block of Algoma Avenue, N.E. in Solon Township on a 911 call from the father of an unresponsive child.

Deputies arrived to find a 10-month-old female not breathing and unresponsive. The child was pronounced dead at the scene.

On August 3, 2018, an autopsy was performed on the 10-month-old child and the cause of death is malnutrition/dehydration due to neglect by adult care givers and the manner of death was ruled a homicide.

Prior to this incident, the Kent County Sheriff’s Office only responded to the address once for the current owners and it was unrelated to child welfare.

A search warrant was executed for evidence of the child abuse/neglect causing the death of the child.

Both parents were interviewed in  reference this case. As a result of the interviews, evidence located and autopsy, both parents were arrested on August 3, 2018. On August 5, 2018 the Kent County Prosecutor’s Office authorized the following charges:

Seth Michael Welch: 1) Felony Murder 2) Child Abuse 1st Degree

Tatiana Elena Fusari: 1) Felony Murder 2) Child Abuse 1st Degree

Seth and Tatiana share two additional minor children. Child Protective Services has been contacted and turned over care of the other children to family members.

The next court appearance, a Probable Cause Hearing, is schedule for August 20, 2018 at 63rd District Court at 0845.
