Rockford unanimously approves NKSA agreement

Rockford City Council discusses the benefits of the new cost-sharing agreement for the North Kent Sewer Authority. Ten years in the works, the agreement covers work formerly outsourced to the Department of Public Works of Kent County, which is no longer willing to perform that role.
